(1988 - present)   Director of the Project for the Development Thinking Skills, University of Puerto Rico, Rio Piedras. Responsible for:
(1) Designing and implementing a forty-hour course for faculty development in teaching thinking skills in which approximately 500 professors have participated.
(2) Designing and implementing lectures and workshops on teaching and assessment methods for fostering thinking skills in which about 400 faculty members have participated.
(3) Developing guidelines and providing counseling in the revision and redesign of course syllabi in terms of thinking skills and critical thinking.
(4) Coordinating the celebration of the National Conference on Education and Thinking. This Conference has been held annually for eight consecutive years, with an attendance of 1,100 educators in its last edition.
(5) Coordinating the celebration of Regional Conferences on Education and Thinking. Nine Conferences have been held in Ponce, Arecibo, Mayaguez and Cayey over the last three years, with a total attendance of more than 2,000 educators.
(6) Editing and publishing the Proceedings of the National Conference on Education and Thinking. Two volumes have been published and a third is in press.
(7) Editing and Publishing Bayoan, the newsletter of the Project for the Development of Thinking Skills;
published three times a year, with a
circulation of 3,000 copies.
     
(1990 - 1997) : President of the Organization for Promoting the Development of Thinking Inc.
A non profit organization that provides educational services to schools, colleges and universities in Puerto Rico, the Caribbean and South America in such areas as curriculum revision, course redesign, program assessment and faculty development. The organization has to this day promoted and assisted in the adoption of curricular innovations and educational reforms in Puerto Rico and the Caribbean, in schools and at higher education institutions, in terms of human development and critical thinking.
     
(1988 - 1990) : Project director of: "The Humanities in
Puerto Rican Contemporary Society". Sponsored by the University of Puerto Rico and the Puerto Rican Foundation for the Humanities. Responsible for:
(1) Designing and conducting multidisciplinary research on the status of the humanities in Puerto Rican professions and educational culture.
(2) Planning and organizing Regional and National Conferences
on the Humanities in Puerto Rican Contemporary Society.
(3) Editing the Proceedings from the National Conference on the Humanities in Puerto Rican Contemporary Society.
     
(1983 - 1986) : Member of the "Network for a Common Innovative Learning". A project sponsored by Alverno College of Milwaukee, Wisconsin1 through a Grant from the Fund for the Improvement of Post Secondary Education.

development process in term of the curriculum framework, strategic teaching and authentic assessment.
(3) Designing and implementing lectures and workshop for administrators, students and parents in relation to the new curriculum.
     
(1993 - present) : Main educational consultant in the development of the new school of law, Facultad de Derecho Eugenio María de Hostos. Responsible for:
(1) Guiding the development of the school goals, competencies, and curriculum structure.
(2) Providing guidance and counseling in the design of course syllabi
(3) Designing and implementing a faculty
development process of seminars and workshops on the curriculum for human development, authentic learning and assessment and strategic teaching.
     
(1993 - 1995) : Main educational consultant of the Project for the Training of Faculty to Improve their Ability to Teach Problem Solving Skills of the School of Pharmacy, University of Puerto Rico. Supported by a grant from the Smith-Kline Beecham Foundation and made possible through the American Association of Colleges of Pharmacy Grant Awards to Pharmacy Schools.
     
(1992 - 1994) : Educational consultant of the School of Law of the Catholic University of Puerto Rico. Responsible for designing and implementing a course on legal reasoning that is been offered to all entering students.
     
(1993) : Educational consultant of the Minnesota Community Colleges System in the development of a model of critical thinking across the curriculum.
     
(1991 - 1992) : Educational consultant (ad honorem), of the
Governor's Commission for Women Issues
in developing a framework for sexual equity
in education.
     
(1990 - 1992)   Educational consultant in the development of the new curriculum of the School of Psychology of the Universidad del Norte in Barranquilla, Colombia.
     
(1989 - 1992) : Main educational consultant in the development of the new problem-based curriculum of clinical medicine of the School of Medicine of the Central University of the Caribbean. Responsible for:
(1) Elaborating a guideline for courses1 redesign and integration in terms of modules for problem-based learning.
(2) Designing and implementing a series of seminars and workshops for the faculty on problem-based learning and critical thinking.
     
(1986 - 1992) : Main educational consultant in the curriculum revision process of the Department of Education of Puerto Rico. Responsible for:
(1) Writing the philosophic-pedagogical framework that guided the curriculum revision and integration in terms of educational relevance, moral development and critical thinking (see 1987, Principles for the integration of the curriculum).
(2) Developing teaching and assessment strategies and methods to foster moral development, critical thinking and relevant education (1987-1992).
(3) Designing and coordinating the training process of teacher-trainers, who then trained the teachers of the whole system (35,000) in terms of the philosophical and pedagogical framework of moral development, critical thinking and educational relevance (1987-
1992).
(4) Providing writing guides and consultant services for the Spanish, English, Mathematics, Science and Fine Arts Programs for their curriculum revisions within the philosophical and pedagogical framework.
(5) Providing guides and counseling services in the revision of the Social Studies Program.
(6) Evaluating of the aptitude tests of the Department of Education in terms of higher order in thinking skills.
(7) Designing and writing video programs, newspaper articles and literature about the curriculum revision to orient parents and the community.
     
(1989 - 1991) : Educational consultant (ad honorem) of the
Commission on Educational Reform of the Puerto Rican Senate and member of the philosophy of education subcommittee of the Commission on Educational Reform. Involved in the:
(1) Elaboration of the bill for a new organic law for the Department of IEducation (later approved as Law #68
of 1991).
(2) Writing of the educational-philosophical framework for the Organic Law.
     
(1989) : Educational consultant of The College Board, Puerto Rico Office and Latin American Activities, for the development of the conceptual framework of the new tests for the certification of teachers, in terms of educational foundations, teaching methods and higher
order thinking skills.
     
(1985 - 1986) : Educational consultant of the Inter American University of Puerto Rico for writing the conceptual framework for the new Teachers Preparation Program.
     
(1983 - 1986) : Main educational consultant in the development of the General Education Program of the Inter American University of Puerto Rico. Responsible for:
(1) Developing the sequence and scope of
competencies and skills of the program.
(2) Guiding the development of the curriculum
structure and course content.
